Constructing Restorative Justice in Lithuania

Recently, the Lithuanian Government approved Resolution 806 paving the way for implementing restorative justice in the country.

The resolution asks for a draft concept document for introducing restorative practices in Lithuania. The government will subsequently debate and approve the plan with implementation by the end of 2008. The Ministry of Justice, the General Prosecutor’s office and the Vilnius University are the three entities responsible for the development of this concept paper. To strengthen this process, non-governmental organizations have been invited to participate in this development process. PF Lithuania accepted this invitation and is one of the partners working to develop the draft concept document. According to Jonas Stasinskas, PF Lithuania was one of the first organizations to promote restorative justice in the country.

What is restorative justice?

Restorative justice is a theory of justice that emphasizes repairing the harm caused or revealed by criminal behaviour. It is best accomplished through cooperative processes that include all stakeholders.

Practices and programs reflecting restorative purposes will respond to crime by: (a) identifying and taking steps to repair harm, (b) involving all  stakeholders, and (c) transforming the traditional relationship between communities and their governments in responding to crime. more
