Update from the PF Singapore Faith-based Unit

The PF Singapore faith-based unit pilot is in its 10th month of operation with 39 prisoners remaining in the unit in Changi Prison Complex Institution A2.

With the pilot scheduled to end in December 2007, the ministry is already looking ahead to further implementation of the programme. Currently, it is planned to begin a second faith-based unit for young offenders, ages 16-21, in the young offender institution A4 located also in Changi Prison Complex. PFS also hopes to start with a second cohort in Institution A2 in 2008 as well.

Currently, PFS is working to expand the faith-based unit into other prisons in 2007. This includes creating a unit in the only women’s prison in Singapore as well as three other men’s prisons. In the Tanah Merah Prison, PFS is partnering with Faith Community Baptist church to offer the programme with the church taking on responsibility for leading the unit and PFS offering start-up support and guidance.

What is restorative justice?

Restorative justice is a theory of justice that emphasizes repairing the harm caused or revealed by criminal behaviour. It is best accomplished through cooperative processes that include all stakeholders.

Practices and programs reflecting restorative purposes will respond to crime by: (a) identifying and taking steps to repair harm, (b) involving all  stakeholders, and (c) transforming the traditional relationship between communities and their governments in responding to crime. more
